About the National Administrator
James P. “Jim” Stephens, MSN, RN is a national emergency responder, military veteran, retired U.S. Public Health Service nurse officer, law enforcement officer, and award-winning organizational leader whose service spans more than two decades across multiple uniformed components and mission profiles.
Mr. Stephens’ career includes service in the U.S. Marine Corps and Army National Guard as a Military Policeman — including duty as a U.S. Marine Corps Drill Instructor at MCRD Parris Island — and later as an Army Flight Medic, graduating from the U.S. Army Flight Medic Course at Fort Rucker, Alabama. He also served as a Department of Defense Police Officer aboard NAS Pensacola and as a U.S. Park Ranger (Law Enforcement) with the National Park Service for ten years. He is a graduate of the Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia and other related schools and training programs.
He is a former Nationally Registered Paramedic and graduate of the University of Mississippi Medical Center Paramedic Program. Additionally, he has served as a wildland firefighter and Incident Management Team member during major wildland fires and FEMA disaster operations.
Mr. Stephens completed his career by retiring as a Commissioned Corps Nurse Officer in the U.S. Public Health Service Commissioned Corps — with service in medically underserved areas of the Navajo and Apache Indian Reservations.
Academically, he hold several academic degrees including an Associate's, Bachelor's and a Masters of Science in Nursing with a graduate-level specialty in Psychiatric/Mental Health along with numerous other schools and training programs.
He has commanded and led high-performance volunteer uniformed units, including the Civil Air Patrol's Gallup Raptor Composite Squadron, Gallup, NM that earned national recognition as the 2006 “National Squadron of Distinction.” His leadership was formally honored via several CAP awards and local American Legion and VFW Leadership awards. At the national level, he received the F. Ward Reilly Leadership Award for commanding the #1 CAP Unit in New Mexico, Southwest Region and Nation in 2006.
In 2018 to 2021, he was also a driving force leading to the creation of the Florida State Guard by Governor Ron DeSantis in Dec 2021.
Today, Mr. Stephens serves as the National Administrator of the U.S. Army Auxiliary Activation Project — leading the organized national effort to secure federal authorization for a U.S. Army Auxiliary: a uniformed, disciplined volunteer component designed to expand the Army’s support capacity, strengthen national resilience, and provide America with a modern, scalable force multiplier for emerging threats and disasters.
As a resident of Florida, Mr. Stephens still deploys to disasters and other incidents of national significance in management roles.
